Why? What ROM? Do you not have TWRP installed?
I have only ever fastboot flashed a factory image. Just use TWRP.

 Is this not incredibly old school? And I don´t believe a zip file can be flashed this way?

If you can boot into fastboot you should be able to boot into recovery, adb reboot recovery

check out this thread and make sure
you have the right drivers installed https://forums.oneplus.net/threads/...lashing-recovery-roms-kernels-rooting.291274/

If the worst comes to the worst you can follow
Point 2. Recovering from no OS installed and no access to TWRP, fastboot does work.

Edit: An idea , you could reflash TWRP and then enter your recovery by typing fastboot boot and press spacebar, then drag the twrp_x.x.x.x.img into the same command window right after flashing.

If what @theshinybeast has told you, doesn't work! You should flash the fastboot images of CyanogenOS and then go from there!

Lol:D thus point 2 of Dax's guide. But that of course it means he'll lose all data. I would try to flash twrp again and boot into TWRP first and if that didn't work flash the fastboot images.Probably wrong but.....

No.. If he doesn't want to lose all his data, he shouldn't type the userdata command, and he won't lose his data!

I thought adb only works in recovery and when os is booted
I will try it and I will let you know what happens
    thanks!

It might not work but if it doesn't try to flash TWRP and boot directly into recovery the way I explained. If worse comes to worse flash the fastboot image of Cyanogen. There's a link in the thread I linked and all the commands as well.

    THIS WORKED!! thank you!
I wiped system cache and dalvik cache then flashed the rom.zip but sadly it got stuck on a bootloop  any ideas why? (is it because I wiped system? :|)
I will try your method again to enter recovery but do I need to reflash TWRP again?
after that I will try flashing the latest rom.zip with open gapps.
