umm to do multiple stacked long exposures then combine and edit in Photoshop?
doubt it. Else they'd have a DSLR for that.
There's other pc apps too actually, unfortunately there's none for phones....

I noticed that using the double exposure(of snapseed) again and again on a picture gives the stacking-like effect... I'll upload a sample soon
