When i select those options for that particular app, data should not be transferred to it. It was working previously, but now no.

This is very helpful feature where the app do not require internet to function except for advertisements. This will potentially work as add blocker

Backup your phone, apps and files, and carry out a full factory reset with the Delete All Data button. This will Erase everything and reset your phone with 10.3.0. This should resolve the issues.

Sorry i don't think factory reset is an option for everything, this is a bug and should be fixed . I have 2 years worth of data will be a lot of work, not gonna risk

It's highly recommended to do so after a major update.

The people replying to you are merely giving suggestions on this forum. They are neither supporting the 'bug' that your phone seems to have nor blindly suggesting a factory reset.

In your case it would appear that your installing may have been corrupted and no other way but a reset? If you have 2 years worth of data then spend sometime backing it up (very easy using the OP app). In any case if the data is important to you then surely you should take care of it!

    Let Google handle the backups.

Is this happening with that one particular app? Did you try clearing the apps cache and storage? Did you try to contact the developer?

Happening with random apps. Tried reinstalling the app. Even factory reset my phone as I mentioned earlier. Started happening after Android 10 update. So it's clearly a bug.
If you wanna reproduce the bug, try installing mx player and disable the data. It'll actually work as intended for a while but then the next instant app starts to download add and other stuff.
