It all depends on T-Mobile, man. This is EXACTLY why I never buy carrier branded phones.

Damn, this must have been a rough few days for you.

Use the unlock app to request a temporary unlock for international travel. Once it's unlocked download the update from OnePlus and install. Then request the phone be locked again and reboot. The phone will not work on mobile data while unlocked. so WiFi is required for this

Ok, so the update is downloaded and I have the temporary unlock, but how do I run the update? There isn't an option for local system updates on the t-mobile variant..

    according to the instructions,

    How to upgrade system?

Download the software build for your device on this page. Please back up your data before flashing your device.Plug your phone into your computer and copy the downloaded .zip to your phone’s storage. If you’re using a Mac, you can install Android File Transferfor this operation. After the .zip file is copied to your phone, go to 'Settings' - 'system update', click the 'settings' icon on the top right corner, choose 'Local upgrade', find the .zip file and click on 'Install' to confirm. The update takes about a minute (depending upon the file size), once done reboot your device to boot into the latest Oxygen OS.

but Don't do it! Wait for OTA update

So when I had my OnePlus 6, I did the update totally untethered and didn't have to use a pc. My 6T is temp unlocked and I couldn't find the gear icon under software update. Unlike my 6, it doesn't let me local upgrade. What do I do?

The bootloader is unlocked when you temporarily unlock for international travel. Then just follow the instructions on the OnePlus site. If you still have LTE it did not unlock. You may have to call support to get them to unlock it

I had the same issue with the 9.0.2 update. You have have to call support to get them to actually unlock it for international travel. (I stress travel. They will give you a hard time if you don't)
