NFC does not need fingerprint or face unlock

Why? Every other phone need authorization for NFC.
You can just use it from lockscreen..

Authorization for what? To enable/disable NFC or to make payments with it?

again - NFC only works on lock screen, it does not work on Ambient display.

I have face Id turned off.
When I press power button - lock screen appears.
Without me Putin finger on display I can use NFC for paying and opening doors.

I don't even know what settings did you show on the screenshot. I don't know this language.
Smart Lock should be in the Settings -> Security section

btw this is what I meant by "Lockscreen" just to be clear .
on this screen my NFC payments work without me using the finger print and while face id turned off

btw I found what lockdown is - it's when you hold power button very long and it does not have anything to do with my problem

actually no, I am talking about payment with application from my bank, BUT I am also talking about opening doors. With simply NFC nothing else no app

To my knowledge you only need to wake the phone not unlock it for NFC to work

According to this, you don't necessarily need to unlock your phone in order to make payments (chart listed on the link).

Oh I just noticed you're not necessarily taking about Google pay. But I'm assuming, the NFC payment relies on google's system of NFC payment so it follows the same procedure of paying without unlocking the phone just like Google pay.
