my device name is okay that is OnePlus 5T.

when I first turned on the Bluetooth, all of the devices appeared in Mac address, and then later I turned off the telephone and then turned it on again some of the devices appeared their names in blue tooth, but most of devices still appeared Mac addresses

on another phone, all of the devices appeared name.

Well I'm not facing any such issues, try pairing again and of it works cheers!
And if not you always have the option of changing name of paired devices.

I have the same problem. I used to be on open beta, but last night I accidentally pressed reset system settings instead of only cache and moved back to official. After twrp, rom and SU everything is pretty normal. Except for three things:
    1. When playing sounds in chrome it makes a weird cringe noise at some point.
    2. Bluetooth devices shows as MAC addresses, and only after a couple refreshes only SOME of them have names.
    3. Folders on homescreen, and sometimes apps in drawer shows notification dot although there are no new apps or notifications, or the app running.

And if the phone is fresh installed, no paired devices and no such option on the device itself (OEM car Navi) and all you see is a bunch of bluetooth addresses?

You can enable it in developer options.

    1. go to Settings > About Phone>
    2. tap continuously on build number until it says "you are now a developer
    3. go to Settings> System>Developer options
    4. turn off " Show Bluetooth devices without names

When you go back to Bluetooth you'll see the name of the devices
