    I don't think this is the right path. you are in the advanced section of the settings, not under developer options. can you post a screen shot from the correct place? it should look like this -

    and by your screen shot, I don't think that's Oreo. Coz that option has been moved to Developer options like @h_kashyap said.

    Thanks! So these are on both Dev options and Accessibility. But, if there are advanced options already in the developer options, why keep the old ones?

    Developer options is for the people who are kinda "tinkering type" and include settings that atleast manufacturers think as "not often useful" for users. Additionally, not knowing how to use a few settings/options in it may force the phone to behave abnormally, and is kept off by default.
