I am also facing same issue. I did all these thing factory reset, stock recovery and all still I can't lock my bootloader as I am on 9.0.4.

Maybe if I go back to 5.0.8 then it should lock as I have done previously.

For any OOS 9, just select NO instead of YES. That'll get you locked.

Yes! Successful after the third trial!! Strange.

At first I thought you were joking, but then I thought "why not try it, 'yes' sure does not work" and indeed. They messed up with the Yes/No. Thank you sir!

    "No, the new yes".

This is crazy. Kudos to whomever decided to hit 'NO' instead of 'YES'. The Upside Down world of Oneplus.

i had the same issues I had flashed stock rom using TWRP and after that I lose twrp,

but when I tired to lock my bootloader and clicker yes on phone screen, after reboot it was still same,

so this time I again used the same command to lock the bootloader,

but insted of clicking Yes on Phone, I selected NO and proceed ahead and tadada my boot loader was locked 😅 I mean seriously what kind of bug it was that when I clicked Yes it didn't lock and By Selecting NO I got bootloader locked
