Sadly no, and this bothers me. Before I left I parked at the curb and lookes behind to see if they were okay but I couldn't make out any figures.

I hope they are alright. There was a major accident in the news here about a woman on facebook and texting while driving at 80+ miles/hr when she rear ended another car, which resulted in the death of the passenger in that other car.

Texting and driving at 80+ miles/hr... Holy ****.
I count myself as one of the better drivers from the average curve and I'd never text and drive at 130km/h...

Yeah, I don't text and drive, and fortunately, having a new car, I can have hands free Bluetooth to receive calls, if necessary.

I would have definitely called the police and tried to help if it was as serious as it sounds.

I still believe every driver should undergo some track driving practise before being allowed to obtain a full license.. There is just no way someone could understand the limits of their car on public roads. Heck, maybe even a controlled accident to further induce the outcome of dangerous driving.

Too much money and time for them, I'm guessing. Also from what I heard, places like where I am, they give licenses out easily because there is no other means of transportation like buses or trains.
