How to fix this problem or what would help this?

I have the 3.2.8 update and I will try to update 4.0.2 (Android 7.0 Nougat)

    Makes installation failled.

What this now would help that would get it updated to 4.0.2 upgrade?

VPN does not work and have tried many other things.

Can even though the recovery has, and how to do it without the following works that makes the error?

Try to download the full ROM for OnePlus website
    downloads.oneplus.net/oneplus-3/oneplus_3_oxygenos_4.0.2
Reboot and install from recovery (local storage)
No data loss but better to save important things before

    Read: 5 second, etc ....

    but stock recovery

No worries. It's because you unlocked your bootloader. You'll get this message during 5 sec each time you'll boot the phone

Afaik, there's no way to disable this message, except by relocking the bootloader.
Anyway, it's not a big deal : just press power to boot before the end of the 5 sec delay
