What's the ambient temperature? Where do you live?
    Anyway it's a bit hot

It's 25-26C in my room and 0C outside. I also measured CPU temperatures while CPU stress test. There was no throttling but CPU was up to 83C on the most powerful core and others were about 70C.

That's too hot, but that's also a very common problem, a lot of people are facing overheating and high battery draining on Android 10. That could be your problem.

May the downgrade to android 9 solve a problem? Or going to android 10 beta instead of stable?

I think the downgrade has more probability to solve the problem than going to beta from stable. Maybe changing to beta will solve but going back to 9 it's pretty sure you'll solve the problem since with 9 nobody had any kind of problem.
Watch out for data loss if you downgrade, make sure to have a backup of your data.

Well... If it does not throttle it passes the heat test.
I tested with this app. This kind of heat does not normally happen in normal use.
    https://play.google.com/store/apps/details?id=skynet.cputhrottlingtest

It throttles somewhere over 80°C as intended. The heat distribution and dissipation is always limited in a phone and will reach a limit in a certain amount of time. Reaching max temp and starting to throttle is not nessesarilly a fault. In this case 7 Pro handles it pretty well according to my tests.

However the other temperatures seems high. Nothing else that causes high idle workload? When you haven't used it for like 30 minutes what temperatures do you have then?

What's the issue with rooting and the beta? I'm not too familiar with this stuff. Why can't you install the beta with root?

You can. But you add potentially external factors that affect the end result on how the device behaves. So I feel that I give more useful input with a stock device with no root and mods. So it's just a personal choise of mine.

I tested my 7 Pro with the same test and as I said it was 83C max. The thing is that temperatures are high just when I scroll something very fast for example from bottom of gallery and to the top for about 5 times but in a 5-10 seconds of static screen temperatures fall to 37-38C.

    Worst performance after upgrading..
    Issues:-
    1) I am unable to unlock my OnePlus 7 pro even after entering correct password. When I enter the password it unlocks for flash second and goes back to lock screen.
    2) Battery Draining Very Quick.
    3) Heating Issue.
    4)Low performance.

The last 3 problems are quite common on Android 10, I don't think you can do much about that; the first one instead is weird, I think you can fix it but I don't know how, I'm sorry.

Major battery drain now after 10.0.0.2 and 10.0.0.3 updates, use to be a solid phone, very disappointed now.

Yes, me too. On Android 9 was an amazing phone, now is just a mediocre one with battery problems, a lot of bugs and other problems.

I wound up doing a factory restore then reinstalling the full package (instead of incremental). That finally fixed the battery issues which 10.0.1 introduced on my device.
