    Did you download the downgrade from the Android 11 page on oneplus.com ?? Not just from the normal recovery pages ?​

    get phone to start up make sure SIM card is removed and go through everything without turning Wi-Fi on get into developer mode and turn on USB debugging

    go to Android 11 beta website and download Android 10 downgrade ..connect
    To your PC then send it to your phone
    Update via local upgrade

    On the setup screen, I don't get the option to skip network setup, it forces me to connect to wifi, otherwise it just sits at the setup screen until I connect to wifi or put in a sim card.

    I was finally able to skip past the setup! I blocked *.1plus.io domains on my wifi as well as gateway.oneplus.net and the phone was not able to connect to the update server anymore. I completed the setup and now I'm rolling back to the stable version.

    Sadly, one big issue remains. My screen now has a burn-in of the boot language menu because it rebooted and stayed at that screen all night...

    where are your Wi-Fi connects with all the places trying to connect at the bottom left-hand corner the word "skip " will be there

    It's not there for everyone due to factory reset security measures. I showed a screenshot earlier where the skip option is not available

    For anyone else experiencing this issue, as I mentioned previously, if you block `*.1plus.io` and `gateway.oneplus.net` on your wifi network (requires a bit more technical expertise), you will be able to complete the setup without the phone entering a bootloop.

    I'm finally back on stable version now too.

    I am in the same situation. I upgraded to Android 11 and the phone went into the boot loop. It comes up but after connecting to wifi it starts rebooting again. It does not give me to skip the wifi connection,
