I noticed something on my 8 Pro.
    Netflix can not be uninstalled.
You can only uninstall the updates.
So I uninstalled the updates and reinstalled the updates and cleared the cache for Netflix.
When I started the app, I got notice from Netflix for a fresh login.
Then I checked my settings and I have full HD playback now.

This dis not work for me.. even the latest update did not fix this for me.. still widevine l3. Not sure what to do. I don't want to do a factory reset. This is very much annoying for a flagship phone.

Remember, Uninstall Netflix updates, then reboot.
    Do not power down. REBOOT.
    Update Netflix, REBOOT.
    Delete Netflix Cache, REBOOT.
    Start Netflix and login.
Pick a movie that you know streams in UHD.
    Try downloading the movie.
Play that movie for 5 min.
    Check Netflix settings.

You have to delete the Netflix cache before you restart the fresh update.
When you delete the cache and restart Netflix it will ask you to login.
You should get a notification from Netflix, saying that it noticed a login from a new device.

Bro.. I deleted the cache and then uninstall update.. post that there won't be anything in cache to clear. I've also tried uninstalling updates without clearing cache... This has been done multiple times as I saw this somewhere. Another one was to change screen calibration to advanced color gamut. That was also tried. Still no luck

I don't know what to say, it works for me.

Maybe you have something installed that is interfering with Netflix ??

I had a banking app from Cenlar that would reset my launcher all day long!!!

It was working for me untill I updated to 11. Not sure what else to do. Don't want to reset phone. Else would have rolled back to 10. I tried multiple drm info app from playstore to make sure. All says as widevine l3. This is really frustrating for a flagship phone....☹️☹️

This seems to happen to people randomly on several versions. I only had it on some Developer Preview but that was lacking Play Store certification and stuff..
I'm pretty sure they know about the problem. The problem is that not every case is nessesarilly identical. So it would be great if you reported it directly to Oneplus via the feedback tool.

After the Netflix installation, make sure you have deleted data and cache from app before you restart the app.
Otherwise you are restarting the app on old data.
The app needs to start, login and write fresh data.
This is how you get back to L1.

I was able to do it on my 8 Pro.
