It is absolutely not possible. If yoy are in drawer, or any app or any page, it's not possible to pull the notification bar. It will only scroll.

Do a local upgrade and see if that solves it. Using Oxygen Updater to download the file or if you use a download link does not really matter.
If you download from links you need to move the file to root dir and rename file to zip if needed. With Oxygen Updater you can skipp that and go directly to local upgrade.

Possible reasons could be many. Any specific time it started happening?
When it seems random and hard to pinpoint a factory reset might be easier than to find it.
If you do that some time you can always reinstall apps and recover sms and stuff via Oneplus Switch. Copy the backup to an USB drive depending on you choice of reset.
I would recommend not to restore data from "previous device" during the setup process though. Just start from scratch and use the backup later instead.

Seems like the touch screen sensitivity is finiky after this update.
The system updater does not pick up the latest one. Needs to be manually updated since moving up to Android 10.

it is possible, if you build a function or for that matter a gesture, example a pull down from the navigation bar down at the bottom, quite similar to how iPhone user access the top half of the screen with a pull down from the bottom bar/home bar.
