    Not really strange. The camera updates when changes in the firmware demands it. A different apk update without underlying changes may not give any improvements. Sometimes it may even break the camera if the apk and firmware changes differ too much.
    That specific camera apk version is from beta 5 from 7 series.

    Sorry, I thought I was missing some menu or something somewhere in the phone settings to update the OEM apps.

    Apkmirror for example. Not nessesarilly better with a new camera apk. It still relies on components in the firmware. It's safe to try though. If something breaks just uninstall the update and wipe camera data if needed to return to normal function.
    That specific version that is newer is from beta 5 on 7 series.

    Some stuff is not that safe to update manually though. Phone app could be a bad idea for example.
