That is not overheating. That is feeling hot. To know if it I normal or not some temperatures are needed. Both CPU and your surrounding temperature. With or without a case on? Idle temperature, and some different usage temperatures. High battery drain or good battery life?

An example. I walked outside writing and reading a lot in the sun. It was 9°C. The CPU jumped around close to 20°C all the time. My idle battery drain is low and everything feels smooth.

An (made up) example. I'm inside and temperature is 21°C. Battery is draining like crazy when doing nothing and the CPU is above 70°C nearly all the time. It lags too. (here I would start with checking battery stats. Closing, reinstalling or uninstall stuff that missbehaves. Maybe just clear cache or data on some components that seems to act strange).

An (real user) example. I can't even be inside and make a phonecall without the phone being too hot to hold and temperature warnings popup. The user contacted Oneplus and got an replacement without that issue.
