I haven't seen herds of people post screenshots of the update downloading so it's safe to say they pushed to a few more people/regions and stopped again.

Yes it's safe, no it's not bug-free. Nothing is bug free; just check your bed and pillow... full of bugs.

You are not the first to report this, a read quite a few posts about network connectivity problems with android 10.

    You have two options.
    1. Factory reset to see if it helps
    2. Back to pie

If you tried a factory reset and it didn't help, I can't think of anything more you could do. If the problems you have on android 10 are too much, going back to pie is the only option left.

Just as many bugs as normal OTA. Manually downloading is no problem if you just make sure you download the right version. Choose your phone and your region and flash away

I've had problems where I was 10 feet away from my WIFI router, downloading something from the play store, full signal, and I would see in the notifications "Waiting for network..." as if I had no network connections. I was on WIFI and two SIM cards with full signal. I never found a way to fix that.

I know the feeling. I went to 10 only to come back to 9 at least 15 times now. I love android 10 but I'll run into a bug and think it's not acceptable for my phone to have those problems and go back to 9. Been on 9 for a few days now and it's hard to resist the urge to update again but I want to wait for the next release.

Go tell that to OnePlus 6T/6 owners, they don't have a beta available yet.
