    I guess you doing something wrong the last update are from May (this device even exist at Oct 2019)

    I know. but I didn't did anything. I just Purchased the One Plus 8 phone last week and got the update as October 2019 by default.

    This is a common issue apperently. Even seen Pixels that actually upgraded Google Play System Update and the date said it was downgraded. Simply a incorrect date of some reason

    Or there is a possibility that the date is correct and it has not been updated. It might be due to some technical reasons. but is there anything that I could do to escalate this to the higher authority.

    Should fix itself next security update. If there is something possible to do right now... Don't really think so. Manually check for updates until it's updated again. It's some type of rollout method by Google. Does not come to all at once.
    You can always report this via the feedback tool.

    Maybe discuss with Google too since this issue is not exclusive for Oneplus.

    I tried everything. manually as well. few hours back I got an update too and after the update as well there is no change.

    I noticed two bugs till now.

    1. some times when i am using chrom browser the display is freezing and not responding to touches for some period.

    2. the phone goes to silent mode by itself. the bar of ring is down. this is definitely not the slider.

    Is anybody els encounter these bugs?

    I don't think oneplus can help you.
    Try to clear the cache over recovery, this doesn't help try a app reset (maybe a factory reset).
    I hope this can solve your problem
