No... Not smooth at all. No os can beat the smoothness of OOS10 except stock Android. And yes to the some extent, the basic issues are solved but they are too slow. They have not solved majority of issues till now. Users are not complaining because they fed up with this and has got that OnePlus will not listen to there old customers anymore.
There is still some flaws such as micro lag in animation, infact boot animation is also laggy, sluggish, and rotates 12 circles instead of 4. I confidently can say that they will not fix all such issues anytime soon. Because it is not OnePlus it has become another chinese company after merge with Oppo who will copy design and features from another OEM and brands like Oppo do always. You can observe the OOS11 UI is nothing but cheap version of One UI. I chose OnePlus over other chinese brand because of its good combination and optimization of software and hardware. But it's my bad luck, I wasted my precious money.
