Do you know if the baseband changed ? I'm also in Canada and forgot to take note of the original factory baseband, since this is the German version vs. North American 3.1.x from factory.

OTA update doesn't work for me even on Germany via VPN. I am on Chinese OP3 reflashed with OS 3.1.3

I'm from Malaysia. Mine is an OP3 A3003 UK Set in stock state. Updated to OOS 3.2.0 from 3.1.2 via VPN Germany. Triggered the OTA then pause disconnect VPN and continue download. Successfully installed and so far running without any issue. Sim card detected and able to make call & receive call.

That's a problem with the YouTube App, not OP. The same issue occurs on Samsung Note 5 as well.

I didn't take note of the baseband. But I've had zero issues. I'll recheck when the update comes to Canada as per their release.

Likewise, I got the update via German VPN this morning and have been running without any issues since but battery life has been a little suspect, I'll have to do more testing. I don't think they touched the modem baseband from what I read in another thread on here (but that only applied to a 3.1.2 -> 3.2.0 on an EU model phone.)

Have you restored your apps from OPO? If so, then clear cache and data on Android Wear app, Motorola Connect and Moto Body and give full permission to all these apps. If this does not work, then try a factory reset and don't restore apps.
I had some problems restoring from a OP2, the camera app for example, not taking photos, until I cleaned cache and data.

I understand the OPX guys coming here to vent, but didn't you just get an update like two weeks ago? What are you looking for now? The OP2 is already on Marshmallow and based on my usage since the beta some months back and the final a few weeks ago, was kicking ***.
