Well the only thing I can say, is to hope and pray that after this update, most of your issues are gone. I'll help you hope and pray. But what I mean, is try it first, you are doing and trying all what is possible. If issues persist, post them here.

In that case, avoid "thinking" for sometime. All regions get the update, only some get it a little later. India being a large country, gets it late because the servers should be able to handle the load.

Wait for them to release the full zip and sideload OR sideload 4.0.3, download a VPN app and try there.

They will, in due time. First priority for them would be OTA. When the server load reduces, they will release the full zip. Wait for it.

There was a time when I thought it didn't. But if not for anything, at least this way more people will see the way OnePlus ignores its users.

But yeah, I'll shut up now. @Tony L. doesn't answer about the OP2 not because he doesn't want to, but because apparently no one in OnePlus is allowed to. And @Carl and @Pete are just too coward to man up and face their customers.

    *Correction
To be safe, it's better you take backup and wipe it.
A dirty flash is one of the prime reasons when things start going all funky on your phone.
