why are they restricting us from updation it is designed or programmed for that particular country. so wait although I also updated via VPN I cannot open sim took kit the close all button for recent apps is missing sometimes, then Android system web view is disabled I can't enable it. so this is the point.

Android webview is disabled , since chrome has it inbuilt in it.
If you want to use the same , then remove chrome as your default browser.

that small percentage will test the update first, then bring the update to larger population, like India which is the second largest population in the world (and the owner of second largest smartphone market) that's why major countries don't receive the update first.

Thank you very much for the effort, but I need the complete silent mode without vibration and a vibration only mode.
This possible prior to Nougat, back on 6.x. There was a workaround on 4.1.0 or 4.0 or so, where you had to hold down volume down, while sliding the alert slider, which would result in vibration only mode.
