So that OnePlus can easily get as many open beta testers as possible. People shouldn't have to install the beta just to get the latest security patch, when the latest stable could have had the same patch.
People are complaining because the update failed them on all fronts. No security patch, no new features, and no information to allow us to understand what those fixes are. Had at least one of those have been included in the update, people would have reacted much better to it.

Or if OnePlus would have come out and announced that they're having difficulties with the updates due to the OP7 launch, that would have helped too.

Name another company that has an Open Beta Channel where users get updates every two weeks or they have a community app where users come and complain

The fact that OnePlus does some things well doesn't have to protect them from further criticism, especially when the criticism makes sense. I'm not here to rant like many others are doing, I'm simply pointing out things that I believe could be improved. The Open Beta is great and everything, but as long as the stable updates are treated poorly, the Open Beta simply has no value to the regular user.

More transparency on OP's behalf would help their claim that they are a community oriented company even more, I don't see how that would be bad.

in my opinion. OnePlus don't need users that much to test their software, if it was meant for testing, it won't be Open for all. The Beta updates are way too stable.
I started using Open Betas since it started with the OP 3/3T line up. it's meant for those who want regular updates. and if all their attention was on OP7, why are there still regular Beta updates ?

Third update with no new features added.where is integrated telecaller identification. where is full screen call management.we have been using General bugs from past two months, still no issue with device.people work on features and not on General bugs.

Is the beta stable enough as a daily driver?

believe me, if you're here and concerned about updates, u ain't a regular user. I understand you though.
Other companies only release security patches every month because majority of their users don't care about updates. If you meet an average user and talk about update, they will tell u they don't bother much about that. I know someone who is still on the T-MOBILE software and don't even care.
so the Beta program is a way for them not to waste much time releasing stable updates monthly and 80% of users won't care.

From a certain point of view you might be right, but you have to agree that normal users would be pushed away by the beta status. People might be telling them that it is stable, and it most cases it certainly is, but the name alone is enough to keep most users away from it, even if they might want more regular updates.

And the existence of the open beta is certainly not just a selfless act on OP's behalf - having a larger pool of test subjects is always a good thing.

And that's actually a very good question, why? If the beta is so stable, if there still are regular beta updates and if the beta was launched with the April patch and new features, why aren't those present in stable? That's something that more transparency would fix.
