The block on the T-Mobile devices is the carrier locked bootloader and the fact that it runs an ersatz version of the global OnePlus firmware. See...

No Open Beta for T-Mobile (USA) 6T variant

The OnePlus 6 model is currently on Open Beta 12. See...

OxygenOS Open Beta 12 for the OnePlus 6 and Open Beta 4 for OnePlus 6T

Read posts #1 & #3 of that thread, carefully and thoroughly.

WARNING! Open Beta releases are for competent and experienced users since they may not always be stable and are for the purposes of testing and reporting to OnePlus to help them develop future stock firmware and features. By installing the Open Beta, you accept the potential risks. Once on the Open Beta pathway you will no longer receive the regular OnePlus, Official Stable OTA's and you will need to completely wipe your phone before attempting to return to Official Stable OnePlus stock firmware.

I didn't get a chance to read the thread, but did you move the update out of the downloads folder and onto main storage?

Okay. Im caught up in the thread... I think. What I understand is that you want to locally update your device correct?
I noticed that you've already downloaded the update file using Chrome.
Go into file manager and select downloads, cut the update file from the folder and move it directly into internal storage

You're not unzipping it. Leave the zip file as a whole.
Oooh you're using the Google downloads app. Meh horrible explorer.
But ok, using it hold your finger on that zipped file and select "move to"

Then tap onto the hamburger menu on top left and select your main storage

    1550392599270.jpg
    And then move

Sorry I'm having trouble recognizing what file manager are you using. Then tap "cut" and go all the way back until you reach the internal storage section and paste it there
