Reset the App permissions, it may be that an app or apps or something connected is causing the issue.

Go to Settings > Apps & notifications > see all apps > select three dots > Reset app preferences.
    Then reboot.

This will not delete your apps data but you will have to provide permissions for all your Apps again.

    Check if this can help.

Go into settings, search for package installer, Clear the App info Cache and App info Storage as well.

Restart the phone and see if it will open the apks. If not. Search for Package installer again. This time in App info click on Advanced, Open by default and Clear Defaults.

Again restart the phone and check if this fixes the issue.

So that's the problem, the package installer seems to be corrupted in some way.

Try this Apk Installer from the Playstore.
    https://play.google.com/store/apps/details?id=com.apkinstaller.ApkInstaller

Once installed click on the Apk you want to install. Check if you get a choice of Package installers to set as default, the one you have just installed or the one built into the phone. Choose the one built into the phone, they will have different icons to identify them.

If you don't get a choice to set as default continue with package installer you have just installed.

    Check if this helps.
