Try the official troubleshooting guide to resolve the fingerprint issue -

Have you updated to OxygenOS 11.0.11.11 (NA & EU) and 11.0.10.10 (IN) for the OnePlus 8T?

If yes, did you wipe cache partition after latest OxygenOS update?

Then anything could go wrong here, preferably try searching the Forum as similar issues has been reported earlier too.

Btw, are you using the default App locker or any third party app?

    And any Antivirus app installed?

I don't think you should reset the phone just for the Google UI bar misalignment issue in the Settings app. You can try the following workaround and it'll help you get rid of the issue temporarily. Although, if you wish to reset, that's up to you. However, I've seen quite a few users experiencing the return of the misalignment even after resetting so probably not worth it.

As for the lag you are experiencing with the phone, a factory reset can help.
