    Go to settings
    Apps and notifications
    Special app access
    Picture in picture
    Make sure all the apps allowed there,
    Toggle off and on if already allowed and restart your phone once and see.

    Do one thing just perform a soft reset bcoz everytime i face it ,i do that if the pip mode doesn't work properly even after restarting the phone.I hope this will work for you properly.

    There is a difference between soft reset and hard reset which can be explained properly by the article provided by @Shailender Sharma .Btw you know right how to perform the soft reset?
