All I know is www.google.com/ is an extremely powerful yet underused tool.
Settings>Apps>Special access>Picture-in-picture>Select the apps you want to enable it for from the list provided.
    Using PiP Android 8.0+
-Whatsapp requires you to be on a Video Call.
-Google Maps requires you to be on Navigation mode.
-Youtube requires YoutubeRED subscription(only in US), an alternative is to use Youtube Vanced app(here).
-Chrome requires the video to be in full screen mode on most pages, some(like youtube) require the webpage to be open in -desktop mode and then the video to be in full screen mode.

Well, the following has been pasted in here at least 50 times....
PiP in the OS is a framework that is provided for the function. Each app dev has to choose whether to use and how. Many (most) apps don't use it and likely will never because there is little point (having a tiny display window on a text based app would be kind of pointless as an example).

Maps is PiP enabled, but only active in Nav mode.

YouTube is enabled, but only for those that have a paid YouTube Red subscription (there are workarounds - search for them).

WhatsApp is enabled, but only in a video call.

    Chrome depends on site/content.

Netflix requires Oreo 8.1 update to work (on all devices not just O+).

all supported apps are already enabled PIP and for YouTube in india we don't have red subscription therefore we have to install IYTB rootless or with root and PIP works like a charm.

Please read both the quoted comment and the reply. My reply was specific to Netflix only.

I was referring to the bit where you said "Not True" to Netflix PiP requiring 8.1.
