Have you reboot the phone or tried to update the Google Play Services ?

Yesterday I had updated google system update. Now Today I got this message. Maybe They both are linked..
I tried rebooting but no success.

one more, clear cache on Google play service.

I had the same issue after the update. mine resolved after clearing cache on play store.

if that doesn't help, the last advise I have is to power down, hold power + volume down to power up. select language, select wipe & clear storage, select clear cache. then reboot and try.

Thanks for the help but I figured it out on my own. I cleared the data and cache of Google Play services and play store . Then I uninstalled both of their updates. Then I Rebooted. After Reboot I opened the play store and instantly pressed the home key. The play store started updating its libraries and itself. After that the issue is fixed. I am not getting any problem after that
