    Target audience:
Security and privacy concerned people with a small dataplan.

Right now the amount of tracking and data usage on mobile devices is sky high.
Even if you choose a paid app it is still not guaranteed to not spy on you and still might show an advertisment.

Right now you have the option to either use more or less trustworthy VPN apps to block access to the advertising networks or root the device and manipulate the hosts file itself.

Here OnePlus can make a difference by allowing the user to block certain hosts directly via a op version of the privacy manager. Here you can see which hosts are contacted by which app and choose via context menu to block access to this host for all apps on the device.
Optionally to curating your own white and blacklist this way you have the option to regularly check and fetch remote block lists.

A similiar app would be AdAway from F-Droid.
Not everyone uses a third party app store but would greatly benefit from more privacy and less data usage. OP can make a diffrence by caring about users this way.

To show this as an options window i think it should look like this.
Personal white- & blacklist as well as a window where you can give external sources.
This could be pre-filled by OP with an own list.

are you willing to pay money for every app that you're blocking the advertisements from? Because that's how those apps make money

Yes i prefer to pay with sound money which various app stores allow me to do including the google and amazon ones.
I am tired of advertising all over the place and being tracked by apps that i bought the adfree premium or plus version of.

If people buy top smartphones like recent one plus or samsung phones, it shouldn't hurt to pay for adfree apps as well ;)
