try force stopping every browser you have. becoz sometime browser also brings ads. so force stop all the browser
When that ad shows up press overview button.. And see the name of application.. And then Uninstall the application.. May help some ad malwares don't show up in overview.. But trying this thing is not bad I think

So what you are saying is that when you connect to wifi at home, ads appearing or on your cellular?
Open google app go to settings and then disable web activity clear all history
I gave you that solution becoz there are many malicious ads which appear when you visit certain websites. and as the inbuilt app Chrome has access to many permission, the ad also pop up while you using it.
also you should check which app draw over other apps.

Then your home network equipments or PCs have been infected with adware.. Switch off all network equipments and clean all PCs or notebook and power back on router.. It is not your phone issue in this case. Get help if you don't know how to remove adware / virus / malware etc

couldn't find the app so i formated my phone again....those ads were so frequent and annoying...
This is the worst experience I've had with a phone in over a decade. Stolen financial information, Camera is shit, deafening sound malfunctions, and I'm sure these ads are a result of one plus' android flavor. Company sucks ***.
Only apps riddled with adware can make ads pop up.
To make an ad, the app must be running in the background. Open developer tools and look at running services. This will give you an idea of which app is doing this, then delete the app.
Another trick, install a firewall like NoRoot, and when something requests access to the internet (to fetch the ad), you'll see a notification of the request and where its going. Then, delete the app that's trying to fetch ads.
