    It's not a bug. It just informs you that you quit all apps that has not been locked.

    I think he means that despite the message, the apps are still open.
    I've just done the same, got the message and NO APP WAS CLOSED when opening the Recent apps menu.
    It's related to the blocking of the apps preventing them from being closed when recently opened, just like you mentioned. 😅😅
    I've figured it out after a second read of your comment.

    The message will always appear. If you want to close all apps you need to be sure none of them is blocked from being closed in the RECENT APPS MANAGEMENT menu.
