Hey thanks for all the help!! I think I found the issue but I don't know how to completely resolve it..
So I found out that when I try and download something (like a file from facebook or an image from chrome), that my phone vibrates but doesn't actually let me tap a notification to open the downloaded file.. When browsing the download folder using a filemanager app/ connected with my laptop I can't seem to find new downloaded content in the downloads folder, but I can see the files in that folder when I use the standard "downloads" app and delete the files from there that were giving me a notification/vibration every 12 hours. Sorry to ask you again, but any idea how to fix it so that files can get downloaded normally again with normal notifications?

already cleared cache, restarted and cleared everything from the download manager + checked that notifications were on for it, deleted and reinstalled facebook and chrome.. and restated the phone multiple times

I'm not sure what could be causing it, but maybe try to go to settings > apps > show system (three dots) and for each of the following apps, click on them, then click storage and Clear storage (or clear cache if clear storage is not available):

    Android System
    BugReportLite (force stop this also)
    OnePlus System
    OnePlus System Service
    OnePlus LogKit
    Push
    Storage Manager
    System Framework
    System UI
    Settings Storage
    Settings

If you had changed any settings, then you might need to change them again after doing this.

is there a possibility to remove YouTube from the battery optimation? I do often stream YouTube to my Chromecast and if the YouTube app being closed by the ram management I can't control YouTube from the status bar/Lockscreen, Till I open and reconnect YouTube again with the Chromecast. really annoying and because it's a system app I can't remove the optimation like in normal apps..

    When my phone is Off
I connect it via USB cable

I get stuck at Warning message saying your bootloader is unlocked etc

Of course Volume Up + Power Button solved it

But its really annoying. What can I do?

If you click on the word storage manager it opens up and you will see a description, it auto deletes pictures from your phone after a set number of days.
