If you are in the US then you should have it or getting it real real soon. Or if your service provider offers it, which is very minimal at this point in time.
We just have to wait till its enabled from Google's Server Side Option. Not much more that anyone can do at this point in time.

I am in the US and it is still not working for me. I even installed carrier services as some have said it is needed.

Are you using a oneplus phone that is official sold in the US by a carrier?
Either way there is is nothing that OnePlus or the community here can do for you. Like the rest of us you just have to wait.

That's cool. But we don't know how exactly Google planned to roll this out.

I purchased my 5T direct from OnePlus so it is not any carrier's phone. mostly wanted to know if it was just me and I needed to do something additional to my phone. I did add the carrier services app but that didn't change anything I can see. thanks

For unofficial anyone can have it, but for official at this point as far as i know only Pixels are getting it along with people that carriers have enabled. We have the same problem here, only Pixels and people on our leading carrier with specific phones have it enabled. My bother has a Pixel 3 with a carrier that never enabled it and his phone has been activated by Google. Im on the same carrier with a OP and still waiting.
Try the beta version of Messages i seem to get the options but it just never activates. You may be lucky and it will activate for you...

How do you explain the xda unofficial way then?
As far as i could tell that wasn't OS dependent in any way...

They may say everyone but with conditions... being that its a Google thing, its more of a "released for everyone" and then in very very fine print "with a a google device"...

Got it on my 5T several weeks now on Cricket with Messages beta. Didn't even need the Carrier Services app.

It isn't out for only google devices. I've had it (officially) since end of November. I'm using Messages stable version on my 7pro. Make sure the battery optimization is set to "Not optimized", Intelligent control / Optimized removes RCS.

Well also here in Australia but from what i have seen there are 2 conditions, pixel devices are enabled by default and for nokia/samsung/oppo users but only on a specific provider's network.
