This has happened to me too, along with some other people. Except it just happens randomly, not when I press the settings.

I thought I was the only one facing this issue too.. Sometimes it feels like someone is taking a screenshot of what am browsing.

Everyone have those red frames in chrome...this red frames appear because of build.prop....
In build.prop there should have 'release-keys' instead of 'test-keys' and 'user' instead of 'userdebug'....

I have been noticing this recently. Just now I can confirm that it appears definitely when I press tab button.
To simulate; press tab. Press any opened tab.
    Repeat.

I think I was able to fix it, thanks to @iPusak Gaoq™ . He confirmed what I read on XDA....

So far it seems to work for me. Anyone wants to test and confirm?

I had the same issue, and checked all of my xposed modules to see if one of them was causing it. In my case, disabling lucky patcher from xposed cleared up the problem. It's still installed on my device, just not enabled as an active module. Hope this helps.

Only time I have ever used lucky patcher was to test if I disabled Exodus malware or not.

And now I am on CM 12.1 with a new data partition.
