You can change if you like. But it's not really required either. It will always remain being Chinese phone and have the bands defined by the Chinese modem.
In this case with the Pro it's just the modem that differs. But Chinese and Indian 9 has more in common with each other then with the EU version. Lacks wireless charging. Maybe that is behind the reasoning of flashing Indian rom on most Chinese gray imports even on the Pro version.

If you can , maybe you should.

The EU ROM is supposedly cleaner than the Indian ROM in terms of pre-installed apps and services.

Still doesn't change a thing in terms of LTE support though.

I found that Chinese OnePlus9 have same 5g bands witch Europe ISP support(NSA:N1,n3,n28,n78). So it means I can use 5g correctly?

    Theoretically yes. Practically maybe.
An example. A guy bought a Chinese phone to Canada. 5G worked with Colour OS. Then he converted the device to Oxygen OS and lost 5G connectivity.
Support reply he got was that Oxygen OS may not support the same 5G as Colour OS did. So it's depending on software support and modem configurations too. Some modify modem configs to enable 5G. But that means you need to reapply the change every update.
