    Of course they will.

As soon as a majority of customers agree to buy smaller form factor phones.

I actually believe there is market for a smaller, but still powerful phone. Examples such as S8 and S9 prof that, as well as the smaller versions for the iPhone itself. Many users enjoy the single hand experience, and the design for iPhone 5 also was strongly built with this ideia in mind.
Comute, quick reply on emails, travel, smaller bags, etc are all valid use cases that justify such phone and would open 1+ for an interesting market.
Finally, I still own the One Plus X waiting for another X version who allows me using the smart phone with just one hand.

What do you deem small? 5.5 inch, 5.0 inch, you mentioned the s8, but this is still 5.8 inches.

I don't think it's going to be happening soon, as the trend goes towards bigger phones.

Maybe a different brand still serves your needs.

If you look at an S9 product line, it has mini and large display sizes. Many people like OnePlus new software and hardware features. Even if the majority likes big screens, there are good market looking for small screen devices(5.6 inch- 5.8 inch) convenient for one hand use.

With Apple and SONY leaving the sub 5 inch phones there could be a potential good market but with the TV on it's way, Oneplus won't be going to make OPXX any time soon.
