Tee_Eee_Bee , Jan 28, 2022 : I'd be guessing that the Play Store (which is trying to update the Speech Services app) is looking for a wi-fi connection. If you want to be able to update over a cellular data connection, check your Network Preference settings in Google Play Store, especially for "Auto-update Apps".
