    But why do you want to install this? This version is older than your installed version. That’s why you are not able to flash it via System local upgrade method.

    Actually I have found some bug like when I connect bluetooth device with phone. I can see it in my bluetooth settings but can't find it while changing between devices in volume settings.

    On OnePlus devices the Downgrade or Upgrade proccess is very easy to understand : for OnePlus the policy (and not general Android policy) is only based on the date of the build and nothing else. So of course you cannot simply downgrade from OS 11.1.5.5 to OS 11.1.1.3.
    To downgrade properly you must simply use a SPECIAL downgrade package such as this provided in Open Beta thread number 1 for OnePlus Nord which is a downgrade to OS 10.x.x.
    When the downgrade is done any Official OnePlus release with a superior build is easy to achieve.
    As usual the downgrade delete the datas, apps and parameters so a backup is recommended first on an external device (HDD, SSD, computer ...). Warning : it's only USB 2.0 transfer protocol !

    Note : OxygenOS 11.1.1.3 is considered a very bad build and radical improvements have been made since OxygenOS 11.1.4.4 with major bugs now solved (notifications, battery drain and much more ...) and consolidated in OS 11.1.5.5. It's the reason why the version semantics has accordingly changed.
