The telephoto lens has a much longer minimum focus distance than the main lens. When you get closer than that, to focus properly, the camera app reverts back to the main camera (similar to how the auto macro mode works). How about you test the telephoto camera in proper use conditions? Point at a far off object in decent lighting, click the photo, and check the EXIF data to see which camera clicked the image.

How do you know, that the telephoto lens is not working? What do you mean with "not good" ? Why did you not post some sample pictures?

Keep the finger on telephoto lense and open 2x zoom you will see still it is working but how because it is using main camera for 2x not the telephoto

That's not a good way to test this. Basically under low light conditions your phone will always use the main lens instead of the telephoto one. By having your finger in front of the lens you force this to happen(not enough light goes in to the lens making the phone believe it has to use the main lens). So instead try this, open the camera, select the 2x zoom option (3x for 7t pro) and then put your finger in front of the telephoto lens. If you see it appearing on screen and then the phone changes lenses after you have blocked the telephoto lens, that is normal behaviour and what your device has always been doing (if you have never noticed it before, it's because the photos from the telephoto lens and the cropped photos from the main lens are pretty much indistinguishable).

As you told even I tried it I have opened 2x first and then brought finger near the lense still this is using the main camera not telephoto but the telephoto lense in working in GCAM I guess there is bug in camera software

Oh yeah totally forgot about the focus properties of each lens and how they play into this.
