    I had the same issue after getting a new Oneplus phone (replaced older Samsung). I tried all the troubleshooting steps listed here without it working, but after trying a bunch of things, the issue finally resolved. I am sharing in case the steps I took work for others.
    I uninstalled Whatsapp from my new phone.
    Re-verified on old phone over Wi-Fi.
    Re-backed up Whatsapp manually from old phone.
    Re-installed Whatsapp on new phone and restored new backup.
    Then it worked.
    Good luck! This is a sucky issue to have!

    I ignored the OnePlus 6 OS 11.1.1 updates for months, today after rebooting my device I noticed the update was automatically completed. I am not sure how but damn sure I didn't click update.

    Anyhow now I too face the whatsapp media download issue for my oneplus 6. Is this issue persistent in one plus 7 and above?

    OnePlus please don't keep this thread open for long ALREADY MORE THAN A MONTH SINCE ISSUE POSTED. More devices affected , resolv immediately.

    The below solution from other user helped me to fix this issue.

    Had the same problem and found a solution: Open your file manager -> Storage ->, rename the root Whatsapp folder to any other name (example Whatsapp1) and restart your phone. Good luck 😉

    I did the following:...
    Go to File manager
    Storage (at the bottom)
    Internal Storage
    Scroll down to WhatsApp
    Hold finger on WhatsApp - Blue box should appear with tick in
    Use three dot menu at the top right
    Select Rename
    Add a 1 to WhatsApp.
