I reinstalled from a laptop using ADB 9.0.5 and it improved the battery performance significantly. especially stand by.

I am surprised that this helped make the phone so much more reliable. I am using for the 4th year now

Also me, OnePlus 3, with 4 years since I bought it, I don't now if it's an hardware issue or a software issue. Slow recharge too even with dash. I've to turn the phone off to save energy. Are there any solution?

First backup all data using files transfer on PC.

    1) Download the latest version of Pie from One plus downloads website to your PC.
    https://www.oneplus.com/support/softwareupgrade/details

    2) Reboot OnePlus 3 into Recovery mode by pressing the restart button and then holding down the volume down button untill the phone restarts. let go of buttons.

    3) Go to clear cache and also erase all data

    4) Rest ADB instructions on your PC are here
    https://www.android-recovery.net/apply-update-from-adb-sideload.html

Do this at your own risk of data loss and phone bricking. you need to be admin on the PC and connection should not be terminated during process.

What is sideloading the latest OS actually achieving if you've already got it installed on your device, are actually getting any advantage over just erasing all your data and re-installing it again once you've erased it w/o re-installing the OS update

I don't know. But I tried reinstalling on device and it did not give the fluid OS I am seeing now with Sideload over ADB.

    here you go.

These stats are not very good. but much better than before. earlier I used to change three times a day. now I can manage with 2 times a day.

OS is definitely much smoother. I am able to see the number for incoming calls.

turning off radio power, but automatically not turned on after waiting for 5 mnt

then there might be no bug in your system. battery problem is being caused by some other issue

Spend most of your time, 18% of 14 hrs is just short of 3 hours, watching YouTube videos? Not sure why but the YouTube app hardly seems to drain the drain. Do a trial on your device, fully charge your device then watch YouTube for an hour and you'll probably only drain your battery by less than 20%, or 30 mins/10%.

I can't understand the Mobile Network Standby stats on our devices, I'm starting to wonder if it's just giving a false, high reading, as if it was just draining at, say, 5% would battery drain really be reduced by around 20% or 3 hours, or doesn't it work like that? Somebody on the XDA forum did say when they got MNS to reduce to a reasonable level battery drain still didn't improve.

I had read that the Kernel on Android Pie had a problem with battery drain. So in some custom Rom like Lineage Os or Colt Os the developer had resolved the issue. Maybe you could ask on XDA forum how they fix the problems? Thanks

I've found the best kernel on XDA it's "holydragon", and the code is an open source.
