Given the phone has an aluminum design, and metal conducts heat, I'd say your phone has a serious issue.

Wait, device gets hot when charging and battery drops at the same time? Do you use apps like facebook, fb messenger or play games while charging your phone?

If anyone is living in countries where there is summer season going on like India it's a normal because of atmosphere temperature is close 40°C and hence the phone will feel warm because metal is good conductor of heat. In Winter season you will feel the phone is cold.

As long as battery isn't heating up, it shouldn't be an issue. The processor will automatically slow down if excess heats builds up, to prevent thermal runaway.

Those temps are normal unless your phone is idle or under light usage. Likely, you have a lot of apps checking up on you, pushing analytics to web servers and checking for push notifications.

But 40 isn't hot by any means

Sorry bro but no phone works the way u think it works, even if u buy S8+ or LG G6 or iPhone 7 u will face these issues as long as u don't take care of the device. Any device either being android or ios needs a reset after a major big update for proper functioning. Rest is your wish and your money. Don't blame the company.
