Same happened with many like u n me, phone is bricked.

Only option is to do complete factory reset of the phone,

Reboot it and it will b fine.

Only factory reset is enough in most of these cases with cm13

If you cannot wait just do the following:

    - download COS12.1 fastboot image and extract recovery.img from here:

    - make a full nandroid backup with TWRP or whatever you are using...
    - Download the OTA upgrade ZIP file to your OPO internal storage also from the same thread:

    - flash OEM recovery to your OPO running (under Linux):
    sudo fastboot flash recovery recovery.img

    - Once restarted into recovery mode "Apply update" from "Internal storage" (if it fail you will need to also extract system.img from COS12.1 fastboot image and flash it as OTA is checking system partition)
    - Once done flash your custom recovery back to OPO using the same command but different file with your custom recovery

You will get COS13 that is "MOD ready" ;)

Go into stock recovery (Cyanogen Recovery) by turning off phone. Hold volume down button, while holding power button. It boots into recovery. Then choose factory reset... away you go.

I've updated via Cyanogen Update Tracker and all is good for me. I've been stock from day one. After downloaded the incremental update, I did "apply update" via Cyanogen Recovery and it updated (took a long time though). After that, it worked, but was acting a bit wonky. So I did the factory reset thing. Afterwards, I reloaded all my apps and restored my google backup and all is good. The first day my battery drained fast while I used the phone. But the next day and ever since (about 3 days now) and I am golden. Rock solid, no issues I've found so far, battery great. It definitely feels faster and more responsive and battery seems real good to me to be honest. Bad to hear that others have had different experiences, but for me so far so good. I'd definitely recommend factory reset after updating to COS 13 though.

    Good luck!

I went to cyanogen update tracker and read reviews before downloading and someone mentioned that the phone needs root to use this. Is this Correct?
