    Updating OP3 failed, is bootloader the issue?
    How to relock the bootloader again?

    No need, it would only limit your options in solving the actual problem.

    Yes, your bootloader being unlocked is the issue. Process is similar to one used during locking it. Must use fastboot command to oem lock and then you can change oem lock in dev. options. I think it will wipe your device.

    Read forums, everyone with unlocked bootloader has failure to upgrade OOS to the newest version. OP even acknowledged issue with decryption keys.

    Either that or they feel users who've unlocked their bootloaders are savvy enough to be able to work around the issue, and it's just not worth the time and effort to fix it.
