So my carrier on my oneplus one is at&t and i have a 10gb data cap. Will there be a fee if i use the tethering hotspot for my laptop on the go? i heard that if at&t catches u, then you will have to pay extra on your bill

Use wifi hotspot every day. Have the 30GB promo rate from ATT. They don't care how you use your data, and will only charge you extra if you go over your data cap.

Yes I do and because of that att will not allow me to have a tethering plan added on. They only alloww tethering with the GB limited plans

Yes if you grandfathered an unlimited data the tathering is not available on your plan unless you change it to a GB plan.

Not true, I have wifi hot spotted with GN, N4, and N5 for years on my unlimited plans(2) and never heard a word about it. Used right around 5GB a month, at that point I was throttled. Never got cut off....

Just recently switched to the 30GB a month shared plan since it was reasonable($156 with taxes with 24% FAN #. Had gotten to the point that I needed unlimited minutes for my 3 lines. Hotspot as mentioned is included, which helps my daughter, who was the only one who couldn't tether(iphone).
