try this:
open the dialer: *#800# --> oneplus Logkit --> Function Switch --> enable VoLTE + VoWifi switch --> reboot

Don't change network option to LTE only. It will not fallback to lower networks of LTE is not available.

For your volte issue: Try resetting network settings and access points for your network.

you are quoting the wrong person.

Anyway you carrier has to enable it for your device in your region. I got volte in my one plus 3 just two months back where my friend's Samsung phone got it by end of last year. so better ask your carrier to enable it .

Just got the OP 7 Pro from the pop-up event in London last Friday.
I'm having the same problem on Vodafone UK.
No VOLTE / VOWIFI options are available in settings.
They are also missing from *#800# --> oneplus Logkit --> Function Switch.
In *#*#4636#*#* - VoLTE provisioned is greyed out.
I have tested them and both are working on a Galaxy S9.
I travelled to Romania this weekend and also tried with Orange and Digi SIM's and it didn't work with those as well.

No problem here in the USA. I'm on T-Mobile. VOLTE is active on my 7 Pro. Could be your carrier.
