It some times happens to me as well. I have a 8gb variant 9 pro and I assume that the os needs to kill some apps to free up some ram to process picture when taking them.
If my theory is right, this should mostly happen on 8gb variants. Do you have a 8gb or 12gb variant ?

To simulate memory related issues this app may help.
    https://play.google.com/store/apps/details?id=me.empirical.android.application.fillmemory

Expected behavior: Non critical apps will close, and eventually even the simulator app.

Behaviour that sometimes happen: Freeze. Needing to force reboot device. (so far not possible to trigger on 12 open beta 1)

I just filled my ram then the app crashed and my wallpaper was back to stock one. So I guess, I can confirm that getting back stock wallpaper after taking pictures is a ram issue.

Or the responsible process crashing triggered by some event. So I would not rule out some other trigger too.
Anyway, low memory situations should not reset personalisation setting regardless. It's "just" the wallpaper... But still a setting that should not be defaulted unless you say it should..
