Even if it didn't show up they can still force reboot/shut it down by long pressing powerbutton.
If forced reboot function would be blocked too it would be complicated to unfreeze a a phone that has crashed. I don't know how that can be done without risking to lock out users from a perfectly fine device that just need a reboot to function again.
Some failsafe, redundancy, monitoring system that only allows forced reboot when mainsystem is not responding?

There exists several types of anti theft solutions. All can be bypassed or disabled. All the theif needs to to is to disable network if you haven't disabled access to quick access panels on screen lock. Or wipe phone from recovery.
I've tried a solution that can install as a system app and actually survive a factory reset. But that required unlocked bootloader and root. Even that can be removed by wiping system partition and reflashing the OS.

All you can really do in the end is to make sure your level of security is good enough so they can't access your personal info/data.

I'm not sure if this is a bug but sometimes when I swipe up to unlock my phone, the front camera pops up and down repeatedly until it says that I have attempted too many times.
