Hi there, lets first try to use more appropriate words. Now Google playstore update is not controlled by OnePlus.
You need to follow the following steps -

    1. Open the Google Play Store app.
    2. Tap on the menu icon in the upper left-hand corner.
    3. Scroll down to Settings and tap on the link.
    4. Again, scroll all the way to the bottom the list; you will find Play Store version.
    5. Single tap on Play Store version.
One of two things will now happen. Either you will see an on-screen message confirming that your Play Store app is up-to-date, or the app will silently start updating in the background. When the update is complete, you will receive a notification.

Nice we have the same phone. Go to settings, apps and notification, click on all apps, locate google play store, clear cache and clear data, reboot device, wait for a minute and follow the previous process of checking update from play store settings menu.

Ok. Last thing I can imagine, if you go to settings in Playstore, what is the auto-update apps preference ? Over wifi or any network i see your wifi is off. May be setting it over any network can do some magic?

Wipe cache and data from the PlayStore app..
And after a while, everything will magically be updated 😉
